ira and divorce

im 57 years old and on disability my wife is 67 years old,we are getting a divorce and she is to get half of ira,my question is when (its a bank ira) traditional, and after she rolls hers over in her name,does she have to wait till im 59 and half or can she get into hers as soon as she gets it without penalty and were in south carolina
