Lithograph by Dennis Paul Noyer

I have a lithograph #117 of 275 done by artist Dennis Paul Noyer. It is a scene of a french park with steet lantern and side street showing a row of buildings. A sign in the park says "Fleurs". How do I find out what the title of the picture is and also the value? The print is approx. 23in by 17in. The picture has a notorized label of authentication from the Collectors Guild New York, N.Y.

Any info would be greatly appreciated.
