can any one gimme a site that teaches you how to draw anime style? nothing that makes you pay just sites that are for free? Sites that give you tutorials? anything would be great thanks!

First, if you are trying to search for sites on the internet - don't use the term "anime", use "manga". Anime is the animated version of a manga cartoon.

I'd also try looking for books in your local bookstore etc.
