Water lines make weeping noise

Whenever we open any cold water faucet, we start hearing a weeping noise in water lines as if the pressure is being relieved.

Is it because of any water pressure balancer we do not have ? I noticed that we do not have any kind of balancer (the one's available at Lowe's or HomeDepo for about $50) at the water heater.

Is there any way we can avoid this noise ?
