Room temperature (on "cool") air blowing from vents, outside fan on heat pump unit not running. Just had the motor replaced a month ago. What could be the problem?

Either the fan motor receives no electric power, or something is blocking it in some way.
As the motor was recently replaced it may be that last possibility...
You can always open the outside unit and see if you can move the fan easily by hand. If so it is surely in the power supply. Do you have a volt or multi meter, and the knowledge how to operate one?
