Kenmore ultra wash dishwasher troubleshooting

Kenmore ultra wash, 665, lower sprayer arm does not have enough pressure to spin. If I open the door while running, water is only weakly coming out. Not enough pressure to move arm. Arm stays in same position.
Anyone know what's up?

Can you turn the arm by hand? Check to make sure nothing has slipped or is sticking out under the rack, if the silverware basket is on the bottom, check it real good.
