Kenmore dishwasher model 17032?

Why is a brown film on my teacups after the wash has gone through? The sprayer arms are not clogged the washer is getting water in, the detergent door is opening. The dishes on the bottom are clean and even the glasses appear clean.

There is probably a film on all dishes that you cannot see. It could be rust.
