Amana Refrigerator -Water and ICE not working

I have a old AMANA side by side fridge. Its front water dispenser and ICE making process has stopped. I replaced filter but no luck. When I open filter there is vacume like suction inside and when I put it back water dispenser works for couple times and stops again. ICE is not working all the time.
I have checked the lines none of them is blocked.

Have you checked the dual switch at the back of unit at bottom? It is where water line comes into unit at bottom. Should read 150-500 ohms.Also there is a screen filter in that valve. Remove it and be sure it is not clogged

I have checked both valves and lines for any kind of blockage. Even I have tested it by checking if this is passing water. When I press dispenser switch it passes water.
Strange this is if I open this circuit any point then it works for some time and then a vacume is created in the system. Like water is being drained but not coming from the source to fill this pressure difference.
