Will not install after download Adobe Flash player

Mac G4, OSX 10.4.11, Am prompted to update Adobe Flash Player. I downloaded, but it would not install. I uninstalled the version of Flash player in my computer, restarted, (as instructed) downloaded the new version Flash Player...it would not install. Any help appreciated. Had this problem trying to install iPhoto and gave up.
