KeyBoard Lock-up on Booting from Floppy Disk + NAV 2003

I encountered a very strange problem. When I boot from Floppy Disk, the BIOS Set-up
Key (F10) and F8 Key works fine. But, after boot up, all the keys on Keyboard are
locked-up.

I can not boot from Bootable CD, even after changing the Boot Order in BIOS to
CD-ROM as the 1st Item

On the other hand, I can boot to C~ drive's Command Prompt. All the Keys on KeyBoard
work fine and I can change drive to A: (Floppy) or D: (2nd HD). Yes, I can also boot
to Windows Mode and all Functions are available. The changes made on this computer
in the last 4-5 days are:

1 Boot from Floppy Disk, then Re-Partitioned C~drive, Re_fomat it and Restored
Win-98 /SE + Installed software from a 1-year old Disaster Recovery CD. After
Restore, the Keyboard was accessable on boot-up from Floppy Disk


2 Installed Norton Antivirus 2003 (had used it for over 2-3 years, but the Disaster Recovery
CD didn't include this software)

Changed Options at: Auto Protect >>> Advanced GUI to

Low Level Format of Hard Disk: from Ask Me >> to >> Stop Action

Write To Hard Disk Boot Record: ..... ditto ...

Write To Floppy Disk Boot Record: From Allow Action >> to >> Stop Action


3 I Also ran the Virus Scanner on a CD, on which I have few files infected with
W32.Passma virus, just to check if the Virus Scanner Engine works fine. The
program did detect the infected files, but could not Quantine them, because
the media is Non-Writable


4 Another point, Norton System Doctor indicates that the BIOS Battery has
very little power left


Is this problem unique to my computer ? If a computer is infected with this
problem, and by chance O/S crashes, there is little one can do. Since one
can not access the Hard Disk or CD-ROM drive

Is there any solution to this, other than re-partitioning and re-formatting the HD
