Hi, I have been living in Atlanta, Georgia since 2003. I dont know if I am eligible to file my tax documents as resident alien. Thanks

What visa are you on? If you are on an F1 then the answer is no, you should be filing as a non-resident so file a 1040NR.

Agreed; your visa status dictates whether you are a resident alien or non-resident alien.
