Is Mequinol a permanent depigger like monobenzone, where it kills melanocytes or does is it just non-permanent?

I did some searching and came up with this website

They appear to have all the information available on mequinol

It also says it is used to reduce liver spots or any dark spots on the skin, is this your intention ?
