Whose job is it to maintain accounting records? Is it better if someone independant of the organization does it or is it better if an employee of that organization does it?

Who is better able to run a country?

An elected official like Harper or Bush, or a permanent sovereign, like the Queen?

It would be cheaper to have an employee maintain them, just make sure there are proper safeguards and controls in place.
