I woke up this morning and my house was hot. Checked TSTAT... fan on auto... cool mode. Went outside to check and noticed the fan was blowing, but way slower than usual and it didn't sound normal. Went back inside and turned TSTAT off... unit inside turned off, but outside unit the fan was still blowing. The only way to get the outside fan to stop blowing is to pull the fuse. Read on other sites to check for frozen pipes... nothing frozen! Left it off all day and tried to turn back on this evening... doing the same thing. Any clues? Or suggestions?

Is the compressor running or just the fan? Could be bad fan motor or bad start capacitor. As for why it runs when t-stat is off must be a stuck contactor. Turn power off and check for burnt wires on outdoor unit.
