Have a friend who is retired military and has permanent TN home. All doctors there and returns there for Va appointments.

Works in Georgia and is here 10 days and then goes home to TN for 4.

Lives on employer's premises when here.

Receives income from Georgia employer and retirement income from when he was full-time TN resident.

Is he a Georgia resident or TN?

He is a Tennessee resident, but he must STILL pay Georgia state income taxes, because he earned his salary IN Georgia.

He would file as a non-resident on the Georgia tax return.
