Can have wage garnishment and have my bank account frozen at the same time by 2 different creditors when the account they froze is a paycheck debit card? So I have no money to live on.

Yes they can. They may take and freeze basically any and all bank accounts, so you won't get to have one till this debts are paid, if you open a new one, and they find it, they take it.

They may also garnish a percent of the pay check but there is a max amount they can take,about 25 to 50 percent of the pay check, depending on other factors.

They do not care if you have money to live on or not.

There is a federal limit on garnishment. And the 25% limit is on all pay garnishments. Multiple judgment creditors combined, cannot take any more than the limit.
