My Mom raised 3 children as a single parent as my dad hopped island to island working odd under the table jobs to prevent from paying child support. There may have been 3 or 4 times in all these years that I asked for help and was always given an excuse and a big fat "NO". He has now just received a lot of money due to a death in his family, can my siblings and I go after him for back child support or have a lien placed on the property he owns?

No you can not. If there was never a judgement against him then you are not entitled to collect anything even if your mother has passed on.

where is your mother, she is the one that has a claim, not you.

did she ever get a judgement on this, but in every area I am aware of, too much time has passed.
