My daughter's father wants to file for joint custody. He wants it where he gets her half a week and weekends but since she was born he has failed to get her every weekend like he should and his dad is making the joint custody rules. Should I go through with it?

It is not through court. His father wants to write it out his self and send it to a lawyer.

Then its not legally enforcible and at some point it WILL go to court....

Best to get it resolved through court now...and save the trouble before you have it.

However when the court rules on the joint custody...they will usually do it at that time...present something mutually acceptible to the court...or deal with whatever they determine it will be.
