our landlord has recnelty been declared bankrupt and we had to move out of the address as the proceedings of this matter was dealt with we were asked to withhold rental payments until further notice on the 10th april the police confesacated the money and are still holding the money now, the insolvency ageny has now been asking for money off us, i have advised the inslvency agency of the matter and they are still asking for payment off us of £2250 do we have to pay this back even though the police have taken the rent off us i have proof that they have took it off us and they asked me to send it in which i am doing so tommorrow

Just because a person is bankrupt doesn't mean you do not pay them rent money. If the property is foreclosed the bank or new owner would instruct you where to pay rent. Why did you move out, who required this? Who told you to withhold the rent?

Note that it appears to be in the UK.

I don't know, but perhaps the "insovency agency" is something like a bankruptcy trustee?
