Gud day, Im sheng from philippines, im married, i have 1 daughter, my husband went to taiwan last 2008 after a yr he stop sending us support until now, he stopped communicating to us, i cant contact his number anymore. i dont know what happen to him. can i file a case?and can i file an annullment?

You can file for a divorce (not an annulment). You can file for child support. You will have to make a good faith effort to serve him with papers. If he does not respond you win by default, but then you will have to find him to collect.

do i need an evidence to present to court of justice? because 2010 he cut our support and he cut our communication. and is it possible here in philippines to file a divorse?

Yes, it is possible to file for a divorce in abstentia. You will need to show what efforts you have made to contact him. You may be able to subpoena passport records to show he left the Philippines and never returned.

It would be a good idea to contact an attorney to help.
