My husband has full custody of his son the mother gave him up and never showed up in court they gave her 3 chances so the judge said she had no parental rights if I adopt him do I need her permission since she has no parental rights

Depends upon the wording of the adoption statute in whichever state or country you are in. Chances are that you have to give her notice, at the minimum.
