Here is my question:
If I am given the number for a yearly budget and then the number for the actual 9 month budget. How do I find the proposed 9 month budget number?
Example:
2006 Budget 95 010
Actual 9 Month Budget: 58 500
Proposed 9 month budget: ? how do i find this number?

If that is indeed all the information you were given, just prorate the 2006 estimated budget.

2006 Budget 95,010 x 9/12 = 71,257.50
