I noticed that my air conditioner was not cooling well so I went outside and noticed that the unit apeared to be on making regular sounds but the fan was not turning and the unit was not pushing any air out of it like it usually does, the strange thing is the air vents inside have air blowing out of them and the air seems to be kind of cool. But the temperature insde is not as cool as it shoud be?? Please let me know what you think

If the outside unit is running then the fan motor and blade should be turning because it removes the heat out of the outdoor unit. Check the wiring to the fan motor, check the fan motor capacitor and last but not least check/test the fan motor itself. If you have the tools/meters and know how to use them go for it. If not call for local on site service to have it repaired.
