It sounds like he's drinking too quickly. Does he ever gag after drinking water?

Try limiting the amount of water you give him. Just give him a little bit, then when he's done, a bit more, and so on. If he's still coughing, or gagging when you do that, then it's time to be concerned and take him to a vet.
