I have a 16.5 hp Briggs and stratton engine lawn mower and It won't turn over but I can put gas on top of the carburetor and it will! I thought it was maybe the cylinoid or the carburetor but I'm not sure! Its brand new and I only used it a few times but it sat all winter in my garage. Please help! Thanks
