The fact that you are not a citizen, or have a visa, doesn't affect the amount of estate tax which your father's estate would be requried to pay. Depending on whether he made sizable gifts during his lifetime, his estate (Estate tax is payable by the decedent's estate, not the heirs.) probably will not owe any estate tax.
