What is the best way/material to fill gap between basement block wall and concrete floor ?

There actually should not be a gap, floor is usually poured right flush with footing. Since you have a gap I first need to ask you if you ever get seepage at the gap, it there a water problem?

No, there is not nor has there ever been any water problem from the gap.
