My wife and kid are abroad and they have valid visa to travel to US. Can I apply for ITIN for my kid, while he is abroad? My wife already has ITIN.

Was the child in the U.S. at ANY time in 2006? If not, then applying for the ITIN is a waste of time, because you cannot claim him as a dependent.
