2/9 to the power of 2 over 5/3 to the pwer of 4?

Just write in fraction: "2/9 to the power of 2" is (\frac{2}{9})^2 ,
"5/3 to the pwer of 4" is (\frac{5}{3})^4 , thus the entire expression
is \frac{(\frac{2}{9})^2}{(\frac{5}{3})^4}, and simplify it.
