You can try to hold him liable, but I think you will lose. Broadly a property owner is responsible for physical hazards such as holes, toxins, ice, rot, illegal or not to code exits and son on. A tenant is responsible for his possessions and is expected to have homeowner's insurance and car insurance. The fact that the landlord may have used poor judgement is too tenuous in court.

Now you can try using the fact that he doesn't pay taxes on rents as leverage, but keep in mind that landlords always have the biggest leverage of all - not renewing your lease or raising the rent.
