Hello,
I am on F1 and my husband was on F1 and now he is on H1. but he has been on H1 only for 4 months. we have never filed taxes jointly. Can we file jointly for the year 2006?

Yes, you can. The non-resident alien spouse of a resident alien can file jointly and they both can choose to be treated as resident aliens for the entire year. The process is explained in detail on Pages 9-11 in IRS Pub 519.
