Two people need a transfusion both HIV but one got it from drug use and the other from prior blood transfusion. Not enough for both, who should get the transfusion

Hello t:

The one who should get it is the one that can be cured. Maybe high card could decide it. Who did bad things, or even IF they did bad things, wouldn't have anything to do with it as far as I'm concerned.
