A land (with old- constructed 4 houses { ground floor 1,2 and first floor 3,4 }) under lease for the period of 90 years in the Cantonment area is in the joint names of the deceased four brothers A,B,C,D (leasee of 1,2,3,4) . The second phase of lease had expired and lease is not renewed for the third phase of 30 years of which period of 12 years is remaining. I) A= had TWO daughters (both are not alive , but they surrendered their rights equally to the TWO sons of D by taking cash) II) B = had THREE sons and ONE daughter of which one son is alive . III) C = had FOUR sons and THREE daughters , of which one son and one daughter is alive . IV) D= had FOUR sons & THREE daughters , (TWO daughters expired in the life of father D) presently one sister and three brothers are alive . -----the matter concerned is with
a) MUTATION OF NAMES after A<B<C<D b) RENEWAL OF LEASE and c) thereafter FREE HOLD OF LEASE. The House Tax to the Cantonment is paid by the occupants . The occupants are four in number( legal heirs of B,C,D ) .kindly suggest the way to solve this problem . May Allah bless you for this favour .

Please explain mutation of names - do you mean by marriage?
Does the lease provide a definition of what kind of relatives can have the lease passed to them?
Also please explain 'the lease was not renewed' during the third phase. Is this when the free hold lease began?
