How would I go about getting my kids name change in CA? My first three children are with my 1st husband and he doesn't pay ChILDsupport non see the kids. Could I get there name change to my 2nd husband last name? We are military and if would be so much easier to do things on base.

You need your first husband's permission. Support does not matter - whether he does or doesn't pay.

Have you taken him back to court for contempt of court?

Ive have tryd to take him to court but I have no idea where he is and when they try and sev him it get sent back. =/

That surprises me. The Court should be willing to pursue him. I was going to suggest that you contact him about the name change.

You need to go to the state court. My guess is that the state of California doesn't have a courthouse on base.

Your husband needs to adopt his step children. Otherwise the courts are very unlikely to approve a name change. Even then, it will be difficult without the father's approval. This needs to be done in Family Court, not military court.

You need a Family Law attorney to file the adoption petition and the paperwork to terminate the father's rights. The courts will require that a good faith effort be made to contact him.

If your current husband is willing to adopt the child then make a motion for the adoption, if the father can not be found there are ways to do service by publication in many areas.
