My Boy friend just get a baby in Canada, can the baby mom file child support from Canada?

The custodial parent can file for child support wherever the child is born. Collecting support from a citizen of another country may be difficult however.

On the other hand your boyfriend has a moral obligation to support his child. He wouldn't be very good boyfriend material if he ducked out on his obligations.

In the Convention on the International Recovery of Child Support and other Forms of Family Maintenance, signed November 23, 2007 it allows the parent in one country to collect from another country, while it is still harder it is possible, There are some collection firms that specialize in US / Canada collections that would help her ( for a cost)

Or for anywhere else. My research (http://en.wikipedia.org/wiki/International_matrimonial_law#Child_Support) fails to show that any country but the U.S. has signed it, or that the U.S. Senate has ratified it.

A convention is different then a treaty. We (The U.S.) do have certain reciprical treaties signed but not every nation has that and some refuse it in any way. Its not as blanket as some would like.
