Is it all right to wear a white dinner jacket to a formal dinner and dance in s.c. In january

With the exception of High school proms ( did not say what type of dance and party) the white jacket is not proper outside of Memorial Day in the spring to Labor Day.

In the Deep South it is sometime worn but only in warm weather.
