When we flush the toilet, it fills with water so it looks like it will overflow, it takes a while but it gradually drains away leaving tissue etc in the pan... if you move the pip at the back it makes a hissing noise and the water drains away... however moving the pipe also sometimes results in a leak! Any idea how to fix it ?

And exactly what pipe would that be? (see image).
As for your weak flush I have one that most repair plumbers miss.. Look down at the bottom of the bowl. If there is a small hole, then that is a jet that starts the syphon action. If it's clogged the water will just swirl around and slowly go down leaving solids behind. Take your finger,(UGH! ) and run it around the inside of the opening. Over the years minerals build up and cut down on the syphon (flush) action. If it is rough or you feel build up, take a table knife and put a bend in it to get around the curve in the bowl and chip and scrap it clear. Next take a coathanger and clear out the holes around the rim. They start the swirling action. And last, check the water level in the tank. It should be 1/2" below the top of the over flow tube. And speaking of the overflow tube, Make sure the small 1/8" tube from the ballcock to the white overflow tube is connected so it discharges in it and that it's flowing when the ballcock fills. This is what raises the water level in the bowl. For a good solid flush they all have to work together. Hope this helps and thank you for rating my reply.. Tom

Thanks... my toilet is a push button flush so inside looks nothing like this image... the pipe I mentioned is the pipe at the back of the toilet which is where the water drains away...

The push button flush has nothing to do with the fill valve and the white over flow tube. Forget that for now. Did you check the jet as I've asked? What did you find? Let me know. Tom

i couldn't see the jet...
The jet is a small hole in the bowl located in the lower front. If you don't see it you have a gravity flush toilet. Here's a image of a posh button toilet. Does it look familiar?
Let me know about the jet as the repair will be different with a gravity bowl. Do you see any bubbles when you flush? Cheers, Tom

Looks similar to it! There is definitely no hole

Just the part similar to the picture and the float...
