What does this mean?

That if she had two heads she would risk it, having only one she dare not

"She" was considering an activity which, if caught and convicted, would cause her head to be chopped off. She has only one head so she decided against that specific activity.

If she had two heads she would consider it - chopping off one of those two heads would not kill her.
