Ask the nearest Australian Embassy or Consulate in your country.Not all Embassy and Consulates have the same criteria to immigration laws.Preference is given to some countries with a weaver agreement or those visa free countries.I guess some Australian embassies accept online visa processing so you will be well informed from your countries embassy.
