My friend is a NYPD and she BEEN married to her husband of 7 years, who moved from Louisiana trying to advoid child support. They have been living together for more than 7 years, but he does not have any bills in his name ... both of them want to advoid child support payment deduction from her pay. IS THIS LEGAL?

Why do they think HIS child support, would be deducted from HER pay?

If he has court ordered support payments that he is dodging, THAT is illegal. And her condoning and helping him dodge his legal obligations could cause problems for her job.

Does he work?
She needs to prove any income he has. If he works under the table she needs to find a way to prove that.
I know a lot of guys that do what you are saying and get away with it. If it isn't pursued it slips through legal or not.

He is on the state of Louisiana department of social services support Enforcement Service list for Non Custodial Parent Delinquency list, for owing total of:44,218.63 in child support, he has five kids, (and five "baby mamas'). She told me that he has no bills in his name, and I know for a fact that they live together, and she uses her maiden name to dodge the legal system.

So what do you want to do about it?

Contact the Louisiana department of social services and let them know where the jerk is.

Seriously--people like that REALLY tick me off. He slept with those women, they're HIS kids--the TAXPAYERS shouldn't be paying to raise them, HE should--even if that means working 3 jobs to do so.

God, I wish they'd come up with a law that allowed the sterilization of people like that.
