theres a small lump that seems new just below the head of my penis on the side of the shaft only when erect its noticeable but its defiently a lump. I also have a swelling patch on the under side of the shaft and i have noticed a small lump on my right testicle that hasn't changed in size or has any pain. I noticed it half a year ago hasnt changed.

I would for sure see a doctor. Maybe an STD? maybe something eles? have you had an accidents with your penis? like zipping it into ur pants? sometimes scar tissue will take a werid shape. thats all i could tell you. goodluck
