I get hourglass over start/task bar and it wont go away. I tried the SSDP Discovery Service in my computer and it didnt wont.

Hi there

It sounds like a Explorer problem(Not Internet Explorer). The most likely problem is 1 of 2 things.
Either some software loading on startup is interfering with your Explorer or it is a Virus/Spyware.

Step 1
Make sure you have a anti virus installed and it is updated.
Do a full system scan and REMEMBER, don't just remove viruses that your anti virus detects. The antiV should give you the name of the virus. Just goto the AnitV's home page and type in the virus's name. If this doesn't work, goto step 2.

Step2
Boot in Safe Mode. Do this by shutting down your PC. Start it up again and press the F8 key every 3 seconds or so till you get a menu promoting some features. Select "Safe Mode".
After you access safe mode, you will notice you desktop is a little different. Don't worry, safe mode just loads windows with the most basic drivers and apps to diagnose windows.
Anywho, check if the hour glass still appears. I shouldn't.
Click on Start then "Run". In the box type, MSCONFIG and click ok. Now click on the Startup tab. Now deselect all the items. Click OK and restart in normal mode.
If the problem is gone then open MSCONFIG again and enable only 2 or 3 items at a time and then restart. This way you can find out what program is causing this problem and reinstall the program causing this to happen.
