I have never had sex but I have done masturbation about 3-4 times until now...

By "red part" do you mean under your foreskin or the head? If you're not circumcised, and I don't think you are from your description, it is not uncommon for it to be a bit painful. As these parts of your penis are covered by the foreskin they are extremely sensitive to touch.

As you masturbate more and begin touching these areas more they will eventually become less sensitive.
