Several places have information, such as:
WML Introduction - DevGuru Quick Reference (http://devguru.com/technologies/wml/)
Which has multiple treatises, or
WAP Tutorial (http://www.w3schools.com/wap/)
Which has a tutorial, but the best is probably:
WAP/WML - Essential Links to WAP/WML (http://www.el.com/elinks/wap/)
Which does list some tools.
