My Question:
I need to file my taxes for 2007. Can I do that electronically? Is there a special form that I need to use because it's late? I'm trying to work out payment arrangements with the state for monies owed in 2008. However, because I have not filed 2007 they will only make arrangements for up to 3 months until the 2007 have been received. Can you help?

Negative on the electronic filing. That capability ended on 15 October 2008. You need to mail the return.

Once the 2007 return is filed, the state will allow you to set up a long-term payment plan.
