It does sound like possibly the laser has died. I'd suggest replacing the drive. CD/DVD drives aren't all that expensive.

As KISS indicated, you don't need to reinstall your operating system on a CD/DVD. You just need to replace the drive.

Perito:

You need to seriously modify your answer. This is a CD/DVD drive and it's posted in the CD/DVD section.

Almost all of your information is not applicable except for identiy if SATA or IDE/EIDE/PATA (All the same)

You need to determine if it's the drive, the media or the drivers. I'll let someone else complete this.

1. Make sure your CD/DVD reads elsewhere like a public library.
2. You can try rolling back the drivers in the device manager.
3. Download manufacturer's latest drivers and install.

Meanwhile, ignore Perito's reference to re-installing windows and the operating system.
