My husband has 28 years experience in the electrical business, but is not licensed. Can he start a electrical remodeling business in the state of GA.. Only small jobs, changing out fixture and fans etc.

I thought you should be a Master.
Their are only a couple of Licensed Masters in My area, some "Hore Out" their License, and qualify people not capable. I repair much of this and I see scary stuff by "Liscensed Contractors". They even have a sticker that says don't hire unlicensed Contractors.
You should hire a Licensed contractor. Ask neighbors or co workers of a good electrician.
I am Licensed and a Master.
