The inside unit comes on and blows air not cold air. I have changed the capacitor, but the outside unit still does not come on. there is a slight humming coming from the outside unit. neither the fan nor the compressor is coming on. the connector is clicking closed when the inside unit is turned on. also i have to push the reset button when i first turn the unit on, for it to actually come on.

Also the fan turns freely whether the unit is on or off

well i thought i did. as it turns out half of the breaker for the outside unit had gone bad. so instead of 240 going to it, it was only getting 120.
