Does the operating expense and long term debtappear in the liability section of the balance sheet?

Expenses do not appear in a balance sheet. They appear in the Income Statement.

Long-term debt appears in the Balance sheet in the Liability section.

the current portion (due within one-year or one operationg cycle) is listed as a Current Liability.

The rest of the Long-term debt is listed as a Long-Term Liability.
