I have been wearing pants for two years and a jacket for almost a year (no matter what the weather) so I can pale out. My arms and legs though, are embarrassingly red. Apparently, it's increased blood flow to those areas, and it's a genetic trait of Northern Europeans.
I want to use whitening creams, but I have concerns that this will only make the blood underneath more apparent. Does skin whitening cream make the skin more translucent or is its effect more like painting? Would whitening my skin make the blood beneath show more?

i think you should try using redness reducing creams first. try finding one at a store. if they don't work than maybe you could try whitening creams.

I think you should see a dermatologist because skin lightening creams some of them will thin out the skin making the veins more transparent, and your red patches will be more noticeable. Now there are a number of medical reason's you skin can appear red, I would not apply creams until you see and get a diagnosis from a qualified dermatologist. Some of the reasons for red patches could be genetic, anemia, roseacia etc.
